"The Art of the Possible" A.A. Cohen, Galula: The Life and Writings of the French Officer Who Defined the Art of Counterinsurgency (Santa Barbara: Praeger, 2012). Few authors can seamlessly combine military biography and exegete excellence concerning military doctrine. This volume shows that Cohen excels at those tasks. Galula is a superb combination of a delving into Galula’s life together with a careful, intellectually rigorous examination of his doctrine and a location of its place in the literature of insurgency. Simply put, the author believes Galula is “a superstar,†in a class with Clausewitz and Mao. Moreover, Cohen argues persuasively that any army which is expected to operate overseas today and tomorrow will require firm grounding in the knowledge of insurgency and counter-insurgency. Stresses the need to provide security and control (thus a seamless blend of population centric and enemy centric focus) and the need to prove to the bulk of that population that the counter-insurgents have “the will, the means and the ability to win.†All in all, much counter-insurgency gold here.
I recently read "Galula-The Life and Writings of the French Officer Who Defined the Art of Counterinsurgency" while researching a paper for graduate school. The thesis of the paper discusses COIN operations and its impact on nation building in failed states. I was initially looking for some background information on David Galula and this biography provided a wealth of information on not only his life and times but his development of thought.The eloquence of 'Galula' struck me after the first few chapters. The author seamlessly blends his impeccable research with intimate personal stories and explains how Galula arrived at his much lauded theories. This work provides essential background information on how insurgency warfare developed in several regions and the western response to post World War II conflicts.I highly recommend this seminal work on the 'Clausewitz of Counterinsurgency'.
David Galula is the Grand Daddy of COIN. Many manuals and excellent books have been written about how to wage an insurgency from sources as credible as T.E. Lawrence, Lord Wingate, Mao, Che, even the Bible describes insurgency. But Galula was in many respects the first modern serious military thinker to sort of reverse engineer all the literature on how to wage an insurgency and write his mangnus opus, Counterinsurgency: Theory and Practice. He was a professional soldier educated at Saint-Cyr he fought in WWII as the equivalent of a French Marine. After the War he studied and observed first hand insurgencies in China, Indochina, Greece and finally applied what he had taught himself to his sector of the fighting in French Algeria during the Algerian War of independence. His step by step methodology for how to Pacify a country in revolt is laid out in his manual and when applied correctly in most but the most hopeless of circumstances it will work. I will not in this review spell out each of the steps that Galula places one atop the other in his manual like brick one atop the other that eventually defeat all but the most die hard of guerrillas but will I will comment that for me Galula places unlike other so called COIN experts an emphasis on better governance and that his writings have a theme that one old Special Forces Group Commander I once had the pleasure of spending an afternoon talking to would have agreed with Galula and summed up Galulas theme with the phrase, 'You can't kill you're way out of it!' Perhaps the greatest compliment or kudos ever paid to Galula came from peer, friend, fellow soldier, and insurgency scholar Bernard Fall who wrote that Galulas book was the 'best how to book in the business (Cohen, pg. XX).'
A wonderfully written and researched book. It is a definite read for anyone interested in understanding western stabilization efforts in the Iraq and Afghan conflicts. This book is an essential read for all those who serve (military and civilian), as Alain Cohen's depiction of David Galula's life and writings provides an education in the grim matters of counter-insurgency warfare.
The author, a decorated officer who served in a counterinsurgency, had access to family archives through Galula's widow. The result is an intimate portrait of the man, from both a personal and professional point of view.Bravo!
